Marc Arnold
Principal Consultant – Forensic Inspections & Building Code Compliance
Experience:
Mr. Arnold has over 30 years of experience conducting forensic inspections of thousands of residential, commercial, and industrial buildings, as well as infrastructure. These inspections covered structural, mechanical, plumbing, and electrical systems. He has developed detailed plans and specifications for the rehabilitation of existing buildings, infrastructure improvements, and repairs. Recognized as an expert in Building Code interpretation and compliance, Mr. Arnold specializes in the International Conference of Building Officials (ICBO) published Building Codes. As a result, he was appointed to an ICBO examination development committee, where he contributed to the creation of testing materials for ICBO professional members and inspectors.

Terry Ortiz
President – LOC Consultants LLP (LOC Structural Division)
Experience:
Mr. Ortiz brings extensive expertise in structural engineering management and design for a wide range of projects, including commercial, religious, institutional, industrial, bridge, and water/wastewater facilities. LOC also provides structural engineering services for custom residential architecture.
His experience includes comprehensive project management, with a focus on coordinating multiple disciplines across various projects. Mr. Ortiz has conducted numerous condition surveys and structural forensic analyses, as well as the rehabilitation of existing structures. He is also experienced in site grading, drainage reviews, and remediation.
As a former member of both the City of Austin Planning Commission and the Building Standards Commission, Mr. Ortiz is highly knowledgeable about the city’s building design and construction requirements. He also served as an Engineering Design Graphics instructor at Austin Community College for four years and has contributed to many construction management teams as a Structural Engineering Consultant.

Milton E. Howard
Forensic Building Inspector
Experience:
Mr. Howard’s expertise includes forensic inspections of thousands of residential, commercial, and infrastructure properties over the past 10 years. These inspections included assessments of structural, mechanical, plumbing, and electrical building aspects and systems. Prior to that time, he was a Texas Department of Transportation (DOT) design engineer.

Doug Sommerdorf
Nondestructive Testing Specialist
Experience:
Since 1985, Mr. Sommerdorf has performed nondestructive testing in the construction, fabrication, nuclear, fossil-fuel, and petrochemical industries. The types of nondestructive testing performed have been: Visual, dye penetrant, magnetic particle, ultrasonic, eddy-current, and radiographic. Mr. Sommerdorf has also performed extensive field documentation of existing facilities for LOC's structural condition assessments. His experience also includes inspections of structural systems designed by LOC for foundation and superstructures. His experience in construction started in 1981 with NPS Industries, Inc., performing visual and dye penetrant inspections of fabricated Class I and II and nuclear piping components.
